license.properties是身份校验的授权文件，使用base64加密，应客户要求暂时在其key对应的value值最前面加了个1，如需使用请将1去掉；
credit.properties是贷前信用校验的配置文件
second_handCar_properties是二手车的配置文件
collect_config.properties是代收付相关的配置文件，由于properties配置文件无法写中文，所以在上面写明了拼音注释
